I WAS informed by M. Isvolsky to-day that the Russian Ministers at Peking and Tôkiô had been instructed to inform the Chinese and Japanese Governments that the Russian Government had decided to proceed at once with the withdrawal of the Russian troops from Manchuria, and not to await the date allowed by Treaty for the complete evacuation. Minister for Foreign Affairs trusts that the good-will and loyalty of Russia evidenced in this measure will be appreciated.
